ILLINOIS FILM TAX CREDIT OVERHAUL

Illinois didn’t just update its film incentive—it modernized it. With the passage of SB 1911 in December 2025 and the state’s renewed push to position itself as a national production hub, the Illinois Film Production Tax Credit has emerged as one of the most competitive, producer friendly programs in the country. The Illinois Department of Commerce & Economic Opportunity (DCEO) has now rolled out the refreshed program details, and the message is clear: Illinois wants your production—and they’re willing to prove it.
A Bigger, Stronger, More Predictable Credit
The headline is simple: Illinois now offers a 35% tax credit on qualified Illinois spending, including:
35% on Illinois resident wages (up from 30%)
35% on qualified goods and services purchased/rented from IL vendors
30% on limited non resident wages (up to 13 individuals, excluding actors)
Furthermore, these enhancements are retroactive to productions beginning July 1, 2025 and the State extended this incentive through 2039, giving producers long-term certainty.

Stackable Bonuses That Actually Matter
Illinois didn’t stop at raising the base rate. SB 1911 introduced a suite of stackable bonuses designed to reward productions that hire locally, invest in communities, and utilize Illinois’ growing production infrastructure. Here’s what producers can leverage:
Underrepresented Worker Bonus (15%)
A powerful incentive that applies to wages paid to qualified underrepresented Illinois workers. This is how certain labor lines can reach a 50% effective credit.
Geographic Diversity Bonus (5%)
Filming in economically disadvantaged areas unlocks an additional 5%—a meaningful nudge toward community based production.
Qualified Production Facility Bonus (5%)
Using an Illinois soundstage or production facility adds another 5% to eligible spend.
Post Production Bonus (5%)
Illinois wants to keep your finishing work in state—and they’re willing to pay for it.
These bonuses don’t apply universally to all spend categories, but they create real opportunities for producers to maximize their effective rate.

Illinois also tightened and clarified several definitions through SB 1745, including:
